Finding Details

Statement of Condition: Rural Membership Water Corporation of Clark County (the Corporation) did not submit the reporting package and Data Collection Form to the Federal Audit Clearinghouse by the September 30, 2025 deadline. Criteria: Under 2 CFR §200.512(a)(1), the audit reporting package and Data Collection Form must be submitted to the Federal Audit Clearinghouse within the earlier of 30 calendar days after receipt of the auditors’ report, or nine months after the end of the audit period. For the fiscal year ended December 31, 2024, the required submission deadline was September 30, 2025. Effect: The Corporation is not in compliance with Uniform Guidance reporting submission timelines. Continued late filings may result in the Corporation being designated as a high-risk auditee under 2 CFR §200.520. Cause: Internal controls failed to ensure that the audit completion and filing timeline milestones were actively monitored and enforced against the regulatory deadline. Recommendation: Management should establish a compliance tracking calendar and coordinate more closely with external auditors to ensure draft reports and final data collection forms are processed prior to statutory deadlines. Management Response: Management agrees with the finding and will implement a tracking system to ensure future filings are completed on time.
