Notes to SEFA
The SEFSA is prepared on the modified accrual basis of accounting. The modified acccrual basis of accounting is described in the notes to the financial statements. Federal and state grants are considered to be earned to the extent of expenditures made under provisions of the grant; and accordingly, when such funds are received, they are recorded as unearned revenue until earned.
During the year ended September 30, 2025, DETOG had $3,368,654 listing on the SEFSA scheedule subrecipients.
During the year ended September 30, 2025, DETCOG had no federal loans payable or loan guarantees.
During the year ended September 30, 2025, DETCOG had no federally funded insurance.
During the year ended September 30, 2025, DETCOG received no federal awards in the form of noncash assistance.
Grant monies received and disbursed by DETCOG are for specific purposes and are subject to review by the grantor agencies. Such audits may result in request for reimbursements due to disallowed expenditures. Based upon experience, DETCOG does no believe that such disallowance, if any would have a material effect on the financial position of DETCOG.
DETCOG is also the sub-recipient of federal funds tha have been subjected to testing and are reported as expenditures and listed as federal pass-through funds. Federal awards other than those indicated as pass-through are considered to be direct.
State awards are subject to the Texas Grant Management Standards requirements. Such guidelines are consistent with those required und the Uniform Guidance and Government Auditing Standards, issues by the Comptroller of the United States.
