Notes to SEFA

The accompanying schedule of expenditures of federal awards (“Schedule”) includes the federal award activity of Excelsior Springs City Hospital d/b/a Excelsior Springs Hospital (the “Hospital”). The information in this schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (the “Uniform Guidance”). Because the Schedule presents only a selected portion of the operations of the Hospital, it is not intended to and does not present the financial position, changes in net position, or cash flows of the Hospital.
Expenditures on the Schedule are reported on the accrual basis of accounting and are recognized following the cost principles contained in the Uniform Guidance, wherein certain types of expenditures are not allowable or are limited as to reimbursement.
The Hospital passed no federal awards through to subrecipients.
The Hospital has not elected to use the 10-percent de minimis indirect cost rate allowed under the Uniform Guidance.
The loan balances outstanding at the beginning of the year are included in the federal expenditures presented in the Schedule. There were no new loans received during the year ending September 30, 2025. The balance of the loans outstanding at year ended September 30, 2025 is as follows: Program Title Federal CFDA Number Amount Outstanding Community Facilities Loans and Grants 10.766 $9,774,508 45

Finding Details

2025.004 Funding of Debt Reserve Account Condition: The Hospital’s loan agreements with the U.S. Department of Agriculture (“USDA”) require certain debt service reserve accounts to be established and then funded to a specific level based on annual deposits. Criteria: Pursuant to the “workout agreement” between the Hospital and USDA from reestablishing a loan amortization and required payments, dated in 2022, at the point when the Hospital resumed principal and interest payments on a routine basis, the Hospital was also to start funding a debt reserve account which was previously established and withdrawn from, with approval, in a prior year. The Hospital is to fund 10% of the annual principal and interest payments required on the USDA related debt over a ten year period, or until the deposits plus accrued interest reach the annual required principal and interest payments. Effect: As a result of not funding the required payments when principal and interest payments on the debt resumed, the Hospital is not in compliance with a certain requirement of the loan and workout agreements.Recommendation: We recommend, when possible, the Hospital resumes monthly funding and monitor the balance of the debt reserve account in the future, as well as make-up any missing required deposits to this fund. Corrective Action Plan: The Hospital is currently reviewing its financial situation and plans to resume deposits to the reserve account in the future
