Notes to SEFA

The accompanying Schedule of expenditures of Federal Awards (the Schedule) includes the federal award activity of St. John’s Riverside Hospital and Subsidiary (the Hospital) under programs of the federal government. The information in this Schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Because the Schedule presents only a selected portion of the operations of the Hospital, it is not intended to and does not present the financial position, changes in net assets (deficit), or cash flows of the Hospital.
The Hospital has elected not to use the de minimis indirect cost rate as allowed under the Uniform Guidance.
Expenditures reported on the Schedule are reported on the accrual basis of accounting. Such expenditures are recognized following the cost principles contained in the Uniform Guidance and 45 CFR Part 75 Appendix E, hospital cost principles, wherein certain types of expenditures are not allowable or are limited as reimbursement. Therefore, some amounts presented in the Schedule may differ from amounts presented in or used in the preparation of the consolidated financial statements. The following grants are not reported on the accrual basis of accounting: • The Grants to Provide Outpatient Early Intervention Services with Respect to HIV Disease (Ryan White HIV/AIDS Program Part C, ALN 93.918) are presented on the Schedule of Expenditures of Federal Awards based on anticipated reimbursement for eligible services provided under the program. The Hospital records expenditures and related revenue based on estimated reimbursement amounts derived from the approved grant budget and subsequently adjusts such amounts, as necessary, to reflect voucher amounts approved by the U.S. Department of Health and Human Services. Related cash drawdowns are received subsequent to voucher approval. For the year ended December 31, 2025, the amount reported on the Schedule was based on an accrued estimate, as final voucher approval had not been received prior to the completion of the financial reporting process.
With respect to the Federal Direct Student Loans program, the Hospital is only responsible for the performance of certain administrative duties; therefore, the transactions and the balances of loans outstanding related to this program are not included in the Hospital’s consolidated financial statements. The Schedule of Expenditures of Federal Awards includes the amounts loaned to students during the year ended December 31, 2025. It is not practical to estimate the outstanding balance of loans under this program.
The Hospital did not provide federal awards to subrecipients in 2025.
