Notes to SEFA

The accompanying schedule of expenditures of federal awards (the Schedule) includes the federal award activities of North Central Community Action Agencies, Inc. under programs of the federal government for the year ended December 31, 2025. The information in the Schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit requirements for Federal Awards (Uniform Guidance). Because this Schedule presents only a selected portion of the operations of North Central Community Action Agencies, Inc., it is not intended to and does not present the financial position, changes in net assets, or cash flows of North Central Community Action Agencies, Inc.
Expenditures reported on the Schedule are reported on the accrual basis of accounting. Such expenditures are recognized following the cost principles contained in the Uniform Guidance, wherein types of expenditures are not allowable or are limited as to reimbursement. For the purposes of the Schedule, federal awards include all subawards passed through to North Central Community Action Agenicies, Inc. by non-federal organizations pursuant to federal grant, contracts and similar agreements. Pass through entity numbers are included in the Schedule when available. The Indiana Housing and Community Development Authority (IHCDA) makes energy assistance payments for participants in the Low-Income Home Energy Assistance Program directly to the energy providers on behalf of entities administering the program. Because the Organization performs all intake functions and is liable for errors made in determining participant eligibility, such payments made by IHCDA to the providers, totaling $2,160,531, are included in federal expenditures in the accompanying Schedule.
North Central Community Action Agencies, Inc. has not elected to use the 10% or 15% de minimis indirect cost rate allowed under the Uniform Guidance.

Finding Details

Criteria: The Organization’s contract with Indiana Housing and Community Development Authority establishes an average cost per dwelling unit limitation of $8,250 at the end of each grant year. Program expenditures should be administered in a manner that ensures average costs do not exceed the applicable limitation established by the grant agreement and program requirements. Condition: During testing, it was noted the Organization's average cost per completed unit exceeded the applicable cost limitation. The average cost per unit was $10,375 compared to the allowable average cost per completed unit limitation of $8,250. The aggregate costs of exceeding the statutory average is $59,500. Cause: Although management appropriately approved and monitored program expenditures, controls were not sufficient to ensure compliance with the average cost limitation when these circumstances occurred. The Organization did provide for funds to mitigate the over overage. Effect or Potential Effect: The average cost per completed unit was over the earmarked average by $59,500. Context: The cumulative overage across 28 completed affected units resulted in total questioned costs of $59,500. The noncompliance was identified during substantive testing of final job costs accounting records matched against completed unit sign-offs. The Organization did report the cumulative overage on its grant close-out report (final reporting). Questioned Costs: $59,500
