Notes to SEFA

The accompanying schedule of expenditures of federal awards (the Schedule) includes the federal award activity of Catholic Charities Corporation and Diocese of Cleveland Facilities Services Corporation (combined, the Organizations) under programs of the federal government for the year ended December 31, 2025. The information in this Schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (the Uniform Guidance). Because the Schedule presents only a selected portion of the operations of the Organizations, it is not intended to and does not present the financial position, changes in net assets, or cash flows of the Organizations.
Expenditures reported on the Schedule are reported on the accrual basis of accounting. Such expenditures are recognized following the cost principles contained in the Uniform Guidance, wherein certain types of expenditures are not allowable or are limited in reimbursement. Pass-through entity identifying numbers are presented where available.
The Organizations have elected to use the de minimis indirect cost rate as allowed under the Uniform Guidance.
The expenditures of $258,695 in 2025 noted on the schedule of expenditures of federal awards for block grants for prevention and treatment of substance abuse consist of federal, state and local dollars. The federal allocation was not able to be determined as of December 31, 2025. Accordingly, the entire amount was reported as federal dollars.

Finding Details

Finding 2025-001 Submission of Reporting Package Criteria: 2 CFR 200.512(a)(1) states that the audit, the data collection form and the reporting package must be submitted within 30 calendar days after the auditee receives the auditors' report or nine months after the end of the audit period (whichever is earlier). Condition: The Organizations did not timely submit the Single Audit Reporting Packages for the year ended December 31, 2024. Cause: During the year ended December 31, 2024, the Organizations experienced turnover in the accounting department that resulted in delays to the audit. Effect: The Organizations could be subject to additional compliance reviews. Recommendation: We recommend the Organizations implement policies and procedures to ensure the accounting records are prepared and reconciled in a timely manner to ensure the audit and submission of the data collection form be completed in a timely manner. Views of responsible officials: The Organizations agree with the finding. Refer to the Corrective Action Plan.
