Notes to SEFA
The accompanying schedule of expenditures of federal awards (“the schedule”) includes the federal grant activity of Congregation Darkei Tshivo of Dinov and Affiliate under programs of the federal government for the year ended September 30, 2025. The information in this schedule is presented in accordance with the requirement of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Because the schedule presents only a selected portion of the operations of Congregation Darkei Tshivo of Dinov and Affiliate, it is not intended to and does not represent the financial position, changes in net assets or cash flows of Congregation Darkei Tshivo of Dinov and Affiliate.
Expenditures reported on the schedule of expenditures of federal awards are reported on the accrual basis of accounting. Such expenditures are recognized following the cost principles contained in the Uniform Guidance, wherein certain types of expenditures are not allowable or are limited as to reimbursement.
Congregation Darkei Tshivo of Dinov and Affiliate did not provide any federal awards to subrecipients during the year ended September 30, 2025.
Congregation Darkei Tshivo of Dinov and Affiliate has elected not to use the 15-percent de minimis indirect cost rate allowed under the Uniform Guidance.
In addition to the $1,205,000 Disaster Assistance Loan reported on the schedule, Congregation Darkei Tshivo of Dinov and Affiliate had an Economic Injury Disaster Loan balance of $2,000,000, resulting in total SBA loan balances of $3,205,000 as of September 30, 2025. The original loan proceeds from the EIDL were received and expended in a prior fiscal year.
