The accompanying schedule of expenditures of federal awards (the Schedule) includes the federal award activity of the Village of Shepherd (the Village) under programs of the federal government for the year ended February 28, 2026. The information in the Schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Because the Schedule presents only a selected portion of the operations of the Village, it is not intended to and does not present the financial position, changes in net position, or cash flows of the Village.
Expenditures reported on the Schedule are reported on the accrual basis of accounting, which is described in Note 1 to the Village’s financial statements. Such expenditures are recognized following the cost principles contained in the Uniform Guidance, wherein certain types of expenditures are not allowable or are limited as to reimbursement.
The Village has not elected to use the 15 percent de minimus cost rate as allowed under the Uniform Guidance.
$3,500,000 and grants totaling $5,935,000 to improve the villages water system. The amount listed for these loans includes the proceeds received and used during the year. As of February 28, 2026, the Village has drawn $1,606,396 on the loans. The loans are also reported on the Village’s schedule of long-term debt in Note 8 to the financial statements.
The Village was approved by the Michigan Department of Environment, Great Lakes and Energy to receive loans totaling $2,725,000 to improve the Village’s wastewater system. The amount listed for these loans includes the proceeds received and used during the year. As of February 28, 2026, the Village has drawn $2,155,383 on the loans of which $906,528 is federal. The loans are also reported on the Village’s schedule of long-term debt in Note 8 to the financial statements.
The Village was approved by the USDA, Community and Facilities Loans and Grants, to receive loans totaling $5,945,000 to improve the Village’s wastewater system. The amount listed for these loans includes the proceeds received and used during the year. As of February 28, 2026, the Village has drawn $1,488,639 on the loans. The loans are also reported on the Village’s schedule of long-term debt in Note 8 to the financial statements.
