Therefore, some amounts presented in this scheduThe accompanying schedule of expenditures of federal awards includes the federal award activity of the City of Lakewood (the City) under programs of the federal government for the year ended December 31, 2025. The information is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations (CFR) Part 200, Uniform Administrative Requirements, Costs Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Because the schedule presents only a selected portion of the operations of the City, it is not intended to and does not present the financial position, changes in net position or fund balance, or cash flows of the City.e may differ from amounts presented in the financial statements
Expenditures reported in the schedule are reported on the modified accrual basis of accounting. Such expenditures are recognized following the cost principles contained in the Uniform Guidance, wherein certain types of expenditures are not allowable or are limited as to reimbursement. No federal financial assistance has been provided to a subrecipient.
The City has not elected to the de minimis cost rate up to 15%
The City received supplies that were purchased with State Homeland Security Program (SHSP) funds by Arapahoe County. The amount reported on the schedule is the value of the property on the date it was received by the City of Lakewood and priced by Arapahoe County.
The City received equipment that was purchased with Federal Homeland Security funds by the City and County of Denver, Office of Emergency Management in 2023. This equipment is still held by the City of Lakewood with a net book value of $77,970, as of 12/31/25.

Finding Details

Based on audit procedures performed as of December 31, 2025, we identified an instance in which an invoice relating to goods/services received prior to year-end was not fully accrued. As a result, accounts payable and expenditures were understated by approximately $119,124 in the financial statements.
