The amounts shown as current year expenditures represent only the federal grant portion of the program costs. Entire program costs, including the City of Poulsbo’s portion, are more than shown. Such expenditures are recognized following the cost principles contained in Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards, wherein certain types of expenditures are not allowable or are limited as to reimbursement.
In fiscal year 2025, the City of Poulsbo closed out federally funded project for the Liberty Bay Waterfront Trail. Washington Department of Transportation’s (WSDOT) final settlement of the project constituted a retroactive payment for $554.66 of unclaimed grant eligible expenses from (a) prior year(s). The grant and project spanned 14 years (2011-2025) & it is unclear in what year the eligible expenditures were originally unclaimed. These prior year expenses are included in the total reported for ALN 20.205, under the agreement STPE-1010(009).
