Title: Nature of the Award
Accounting Policies: The accompying Schedule of Expenditures of Federal Awards (the "Schedule") includes the grant activity of Capital District Physicians' Health Plan, Inc. and subsidiaries (the "Plan") for the year ended December 31, 2022 and is presented on the accrual basis of accounting. The information in this Schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards ("Uniform Guidance"). Because the Schedule presents only a selection portion of the operations of the Plan, it is not intended to and does not present the financial position, operations, changes in net assets, and cash flows of the Plan.
De Minimis Rate Used: N
Rate Explanation: The Plan has elected not to use the 10-percent de minimis indirect cost rate allowed under the Uniform Guidance.
State Children's Health Insurance Program (SCHIP) is a federal program under Title XXI of the Social Security Act to assist state efforts in initiating and expanding the provision of child health assistance to uninsured, low-income children. SCHIP is jointly financed by the federal and state governments and is administered by the states. SCHIP funds are passed through to the Plan from the New York State Department of Health under its Child Health Plus program. Expenditures reported on the accompanying Schedule include all funds received from the New York State Department of Health for the provision of benefits to Plan members under the Child Health Plus program.
