The accompanying schedule of expenditures of federal awards and state financial assistance presents the federal and state grant activity of the City of Bartow, Florida, including the Bartow Municipal Airport Development Authority, for the year ended September 30, 2025. The schedule includes federal awards and state financial assistance received directly or passed through from other entities. For the year ended September 30, 2025, the City had no subrecipients and therefore did not pass any federal awards or state financial assistance through to other entities.
Basis of Presentation – The information in this schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 220, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards Subpart F, Chapter 69I.5, Schedule of Expenditures of State Financial Assistance, Rules of the Florida Department of Financial Services; and Chapter 10.550, Rules of the Florida Auditor General. Therefore, some amounts presented in this schedule may differ from amounts presented in, or used in the preparation of, the basic financial statements of the City. Basis of Accounting – The expenditures in the accompanying schedule of expenditures of federal and state financial assistance are presented using the same basis of accounting as the fund in which the grant is recorded, generally the accrual or modified accrual basis, as described in Note 1 to the City’s financial statements.
The City currently does not have a negotiated indirect cost rate for federal awards received. The City has also elected not to charge the de minimis indirect cost rate of 15% allowed by §200.414(f), Indirect (F&A) costs, of the Uniform Guidance, to all federal awards.
Amounts reported as grant revenues and expenditures are subject to audit and adjustment by the applicable grantor agencies. Any disallowed expenditures could become a liability of the City. In the opinion of management, the City has complied, in all material respects, with the applicable grant requirements, federal and state laws and regulations, and the terms of the related grant agreements.
The City did not receive any federal or state non-cash assistance, including personal protection equipment for the fiscal year ended September 30, 2025.
During the year ended September 30, 2025, the City reported federal expenditures under the Public Assistance Program (ALN 97.036) totaling $342,422. These amounts represent federal reimbursements recognized during the current year for eligible disaster response and recovery costs related to Hurricane Ian that were incurred and recorded by the City in prior fiscal years. The City also reported state financial assistance under the Water Quality Restoration Projects program (CSFA No. 37.039) totaling $311,069. These amounts represent state funding recognized during the current year for eligible project costs that were incurred and recorded by the City in a prior fiscal year. Accordingly, certain amounts reported on the accompanying schedule of expenditures of federal awards and state financial assistance reflect current year grant activity for reimbursement-based awards, although the related underlying expenditures were incurred in prior fiscal years.
