Notes to SEFA
The Housing Authority of the County of San Bernardino (the “Authority") is a government agency formed in 1941 by the County of San Bernardino (the "County") Board of Supervisors in accordance with the Housing Authority Law of the State of California. The Authority’s mission is to empower all individuals and families in need to achieve an enriched quality of life by providing housing opportunities and resources throughout San Bernardino County. It exists to make rental housing safe and affordable for low-income families and individuals through voucher programs and rental properties. It also provides information, referrals, incentives, and services that help its clients stabilize their lives and increase their capacity to be economically self-sufficient.
Basis of Presentation: The Schedule of Expenditures of Federal Awards (the "Schedule") presents the federal awards activity of the Authority under programs of the federal government for the year ended September 30, 2025. Federal awards received directly from federal agencies, as well as federal awards passed through from other governmental agencies or other organizations, are included in the Schedule. The information in the Schedule is presented in accordance with the requirements of the Uniform Guidance. As the Schedule presents only the federal awards activity of the Authority, it is not intended to and does not present the financial position, changes in net position or cash flows of the Authority as a whole. Significant Accounting Policies: The expenditures included in the Schedule are reported under the accrual basis of accounting. Such expenditures are recognized in accordance with the cost principles contained in the Uniform Guidance, wherein certain types of expenditures are not allowable or are limited as to reimbursement.
The Authority has elected not to use the 10-percent de minimis indirect cost rate allowed under the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards ("Uniform Guidance").
The awards received under the CalWORKS Housing Support Program include federal funds received under FAL No. 93.558 which are passed through to Knowledge, Education for Your Success ("KEYS"), a not-for-profit entity affiliated with the Authority, less an administrative personnel allocation portion of less than 1% which is retained by the Authority.
