The accompanying Supplemental Schedule of Expenditures of Federal Awards (the Schedule) includes the federal award activity of the Board under programs of the federal government for the year ended September 30, 2025. The information in this Schedule is presented in accordance with the requirements of Title 2, U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Because the Schedule presents only a selected portion of the operations of the Board, it is not intended to and does not present the financial position or activities of the Board.
Expenditures reported on the Schedule are reported on the modified accrual basis of accounting. Such expenditures are recognized following the cost principle contained in the Uniform Guidance, wherein certain types of expenditures are not allowable or are limited as to reimbursement. This method is consistent with the preparation of the Board’s financial statements.
The Board did not elect to use the 15% de minimis indirect cost rate allowed under Uniform Guidance.
The Board participates in the U.S. Department of Agriculture (USDA) Child Nutrition Program, which includes the receipt of noncash assistance in the form of donated commodities. In accordance with 2 CFR Part 200 Uniform Guidance, the value of commodities received during the fiscal year is reported in the Schedule. For the year ended September 30, 2025, the Board received $884,349 in donated commodities, which is included in federal expenditures under the Child Nutrition Cluster.
The Child and Adult Care Food Program operates on a per-plate reimbursement basis, under which the Board receives reimbursement from the federal government based on the number of qualifying meals served. For the year ended September 30, 2025, federal expenditures recognized under this program totaled $1,883,652, which were less than the reimbursements received of $2,024,197. The excess of reimbursements received over expenditures was $140,545. Federal expenditures of $38,207,756 plus Child and Adult Care Food Program reimbursements received over expenditures of $140,545 equals Federal revenue per the Statement of Revenues, Expenditures and Changes in Fund Balances - Governmental Funds of $38,348,301.
