Notes to SEFA

The accompanying Schedule of Expenditures of Federal Awards includes the federal grant activity of the City of Gulfport (City) under programs of the federal government for the year ended September 30, 2025. The information in this Schedule is presented in accordance with the requirements of 2 CFR Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Because the Schedule presents only a selected portion of the operations of the City, it is not intended to and does not present the financial position, changes in net position, or cash flows of the City. The City did not receive noncash assistance during the year.
Expenditures reported on the Schedule are reported on the modified accrual basis of accounting for awards recorded in governmental funds and the accrual basis of accounting for awards in the proprietary funds, which are described in Note 1 to the City’s basic financial statements. Such expenditures are recognized following the cost principles in Uniform Guidance wherein certain types of expenditures are not allowable or are limited as to reimbursement.
The City has not elected to use the 15 percent de minimis cost rate allowed under the Uniform Guidance
The City has incurred hurricane-related expenditures for the 2025 fiscal year under the Disaster Grants – Public Assistance program. The City reports the eligible expenditures during the year in which they were obligated by Federal Emergency Management Agency (FEMA) on the SEFA. The Schedule includes expenditures incurred and obligated as of September 30, 2025; however, expenditures in the amount of $47,011 and $73,758 for Hurricanes Debby and Idalia were incurred in a prior fiscal year.
