Notes to SEFA
The accompanying Schedule of Federal Awards presents the activity of all federal award programs of the City of Centralia, Illinois. The City's reporting entity is defined in Note 1 to the City's financial statements. Federal awards passed through other government agencies are included on the schedule.
The accompanying Schedule of Expenditures of Federal Awards is presented using the modified accrual basis of accounting, which is described in Note 1 to the City's financial statements.
During 2024, the City entered into a loan agreement with the Illinois Environmental Protection Agency under the Drinking Water State Revolving Fund (CFDA/Assistance Listing No. 66.468). Of the total loan proceeds received during the year of $15,367,381, $559,000 represented federal funds as was included in the Schedule of Expenditures of Federal Awards. The remaining proceeds were derived from nonfederal sources. As of December 31, 2025, the outstanding loan balance totaled $19,886,945.
The City did not receive any noncash assistance or federal insurance for any of its programs for the year ended December 31, 2025.
The City did not provide any funds to subrecipients for federal funds.
The City elected to use the 15% de minimis indirect cost rate.
