Notes to SEFA
The accompanying schedule of expenditures of federal awards (the Schedule) includes the federal award activity of La Junta Health Service District doing business as Bluestem Village (the District) under programs of the federal government for the year ended December 31, 2025. The information in this Schedule is presented in accordance with the requirements of the Uniform Guidance. Because the Schedule presents only a selected portion of the operations of the District, it is not intended to and does not present the financial position, changes in net assets, or cash flows of the District.
Included in the accompanying Schedule are funds expended on the construction of a new assisted living building in La Junta, Colorado. The construction is being funded by interim financing from Western Alliance Business Trust. The construction project was completed in 2024. In 2025, the District closed on permanent financing through a United States Department of Agriculture (USDA) Rural Development Direct Loan and Guaranteed Loan which was used to repay the interim financing. The USDA Rural Development Direct Loan and Guaranteed Loan were closed on March 20, 2025, at $15,182,000. The District began repayment on April 20, 2025. The balance on the Rural Development Direct Loan and Guaranteed Loan was $14,985,888 at December 31, 2025.
