Notes to SEFA
The Organization receives federal funding passed through the Michigan Department of Transportation (MDOT), which administers federal transit programs on behalf of the U.S. Department of Transportation. Certain federal awards are further administered through intermediary entities, including Ann Arbor Area Transportation Authority (AAATA) and Livingston Essential Transportation Service (LETS), as applicable to specific grant programs. The pass-through entity identifying numbers are included in the SEFA, where available. The Organization recognizes expenditures under these programs based on reimbursable costs incurred in accordance with the terms and conditions of the respective grant agreements.
The Organization passed through federal funds totaling $48,000 to a subrecipient under the Job Access and Reverse Commute Program (Assistance Listing Number 20.516). The subrecipient was AAATA. The Organization is responsible for monitoring the activities of its subrecipient to ensure compliance with applicable federal requirements. Monitoring procedures include, but are not limited to, review of invoices and supporting documentation, evaluation of subrecipient audit reports, and ongoing communication with subrecipient management.
Certain capital assets acquired with federal funding are subject to federal regulations governing their use, management, and disposition. The Organization maintains detailed records to identify federally funded assets and ensures compliance with applicable requirements throughout the assets’ useful lives.
Amounts received or receivable under federal award programs are subject to audit and adjustment by the respective grantor agencies. Any disallowed costs, including amounts previously reimbursed, may constitute a liability of the Organization. Management believes that any such potential adjustments would not have a material effect on the financial position of the Organization.
Management has evaluated subsequent events through, the date the SEFA was available to be issued. No events have occurred that would require adjustment to or disclosure in the accompanying schedule.
