Notes to SEFA
The accompanying Schedule of Expenditures of Federal Awards (the "Schedule") includes the federal award activity of the City under programs of the federal government for the year-ended December 31, 2025. The information in this Schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Because the Schedule presents only a selected portion of the operations of the City, it is not intended to and does not present the financial position, changes in net position, or cash flows of the City.
All pass-through entities listed above use the same Assistance Listing numbers as the federal grantors to identify these grants and have not assigned any additional identifying numbers.
The Organization has outstanding loan balances under the U.S. Department of Agriculture (USDA) program, Assistance Listing Number (ALN) 10.760, as of December 31, 2025. The total balance of these federal loans outstanding at year-end was $2,520,000. These loans are considered federal awards subject to the requirements of the Uniform Guidance. Accordingly, the outstanding loan balances are included in the Schedule of Expenditures of Federal Awards (SEFA).
The City received funding under the Water and Waste Disposal Systems for Rural Communities (ALN 10.760) for an infrastructure improvement project spanning multiple fiscal years. Expenditures reported on the Schedule of Expenditures of Federal Awards represent only costs incurred during the fiscal years ended June 30, 2023 through June 30, 2025. Expenditures incurred in prior years did not become federal until the loan closed.
