Notes to SEFA
The accompanying Schedule of Expenditures of Federal Awards (the “Schedule”) summarizes the expenditures of Stanford Health Care and its subsidiaries (“SHC”), which includes Stanford Health Care Tri-Valley (“SHC Tri-Valley”) under programs of the federal government for the year ended August 31, 2025. The University HealthCare Alliance (dba Stanford Medicine Partners (“SMP”)) did not have expenditures for the year ended August 31, 2025. The information presented in the Schedule is presented on the accrual basis of accounting and prepared in accordance with the requirements of Title 2 U.S. Code of Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Therefore, amounts presented in the Schedule may differ from amounts presented in, or used in the preparation of SHC’s consolidated financial statements and it is not intended to and does not present the financial position, results of operations, changes in net assets and cash flows of SHC. SHC did not pass any funds through to subrecipients and thus that column has been excluded from the Schedule.
SHC did not elect to use the de minimis cost rate as described in Section 200.414 of Uniform Guidance.
SHC applied for reimbursement of certain expenses related to the COVID-19 pandemic under Assistance Listing 97.036, Federal Emergency Management Agency (FEMA) Public Assistance through the State of California. Expenditures are reflected in the Schedule in the year in which a project application is obligated, and expenses associated with those funds have been incurred. Accordingly, the Schedule includes $6,720,611 of expenditures related to COVID-19 incurred in prior fiscal years. Additionally, in fiscal year 2024 and 2023, SHC recorded $1,586,727 and $31,466,356, respectively, of eligible expenditures under Assistance Listing 97.036, Federal Emergency Management Agency (“FEMA”) Public Assistance, through the State of California on their schedule of expenditures of federal awards. In fiscal year 2025, FEMA deobligated $687,253 of these amounts.
