Notes to SEFA
The accompanying Schedule of Expenditures of Federal Awards (SEFA) includes the federal award activity of the Lawrence-Douglas County Housing Authority (the Authority), under programs of the federal government for the year ended December 31, 2025. The information in this schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Because the SEFA presents only a selected portion of the operations of the Authority, it is not intended to and does not present the financial position, changes in net position, or cash flows of the Authority.
The Authority participates in a federal loan program funded through the Housing Trust Fund (Assistance Listing No. 14.275) and administered by the Kansas Housing Resources Corporation. The loan was originated in April 2021 in the amount of $199,315, bears a zero percent interest rate, and requires no repayment provided the project remains in compliance with program requirements. The outstanding loan balance at December 31, 2025 was $199,315. No federal loan expenditures were incurred during the year. The outstanding loan balance is disclosed in these notes and is not included in total federal awards expended.
The Authority received noncash federal assistance in the form of a federal loan program with continuing compliance requirements and noncash assistance through the Emergency Food Assistance Program. Noncash assistance is disclosed in the notes to the SEFA in accordance with Uniform Guidance.
