The federal loan programs listed subsequently are administered directly by the Authority, and balances and transactions relating to these programs are included in the Authority's basic financial statements. Loans outstanding at the beginning of the year and loans made during the year are included in the federal expenditures presented in the Schedule. The balance of loans outstanding at December 31, 2025, consist of: RURAL RENTAL HOUSING LOANS (10.415) - Balances outstanding at the end of the audit period were 1,186,095. COMMUNITY DEVELOPMENT BLOCK GRANTS/STATE'S PROGRAM AND NON-ENTITLEMENT GRANTS IN HAWAII (14.228) - Balances outstanding at the end of the audit period were 1,051,175. HOME INVESTMENT PARTNERSHIPS PROGRAM (14.239) - Balances outstanding at the end of the audit period were 21,096,894. NATIONAL HOUSING TRUST FUND (14.275) - Balances outstanding at the end of the audit period were $2,914,235. During 2025, the Authority granted noncash assistance in the form of loans totaling $2,915,235, $2,998,845, and $1,051,175 for the National Housing Trust Fund, Home Investment Partnerships Program, and Community Development Block Grant programs, respectively. The Authority received forgiveness on Community Development Block Grant loans during the year in the amount of $13,475,882.
