Notes to SEFA
The accompanying schedules of expenditures of federal and state awards (the Schedules) includes the federal and state grant activity of Youth and Family Alliance dba LifeWorks under programs of the federal and state government for the year ended September 30, 2025. The information in these schedules are presented in accordance with the requirements of Subpart F Title 2 U.S. Code of Federal Regulations (CFR) Part 200, Uniform Administrative Requirements, and Cost Principles, Audit Requirements for Federal Awards (Uniform Guidance) and Texas Grant Management Standards; therefore, some amounts presented in this schedule may differ from amounts presented in, or used in, the preparation of the consolidated financial statements.
Expenditures reported on the Schedules are reported on the accrual basis of accounting. Such expenditures are recognized following the cost principles contained in the Uniform Guidance and Texas Grant Management Standards, wherein certain types of expenditures are not allowable or are limited as to reimbursement.
Youth and Family Alliance has not elected to use the 15 percent de minimis indirect cost rate as allowed under the Uniform Guidance.
These amount is included on the Schedule of Expenditures of Federal Awards because it represents a loan still outstanding with the Texas Department of Housing and Community Affairs (passed through from HUD). All loan proceeds were received in a prior year. For the loan with AL # 14.228, $114,813 of the debt is forgiven annually if the Organization is not in default on terms of the loan.
