The accompanying Schedule of Expenditures of Federal Awards (the Schedule) presents the activity of all federal award programs of the Miami-Dade Water and Sewer Department for the fiscal year ended September 30, 2025. The Schedule excludes the federal award programs of the Miami-Dade County. The Department’s reporting entity is defined in Note 1 in the notes to the Department’s basic financial statements. Because the Schedule presents only a selected portion of the operations of the County, it is not intended to and does not, present the financial position of the County. The information in this Schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Therefore, some amounts presented in this Schedule may differ from amounts presented in, or used in the preparation of, the basic financial statements.
Expenditures reported in the accompanying Schedule are presented using the accrual basis of accounting for grants accounted for in the proprietary fund types, as described in Note 1 in the notes to the Department’s basic financial statements. Such expenditures are recognized following the cost principles contained in the Uniform Guidance, wherein certain types of expenditures are not allowable or are limited as to reimbursement. Therefore, some amounts presented in this Schedule may differ from amounts presented or used in the preparation of the basic financial statements.
The Department elected not to use the 15 percent de minimus indirect cost rate allowed under the Uniform Guidance.
In March 2019, the Department and the U.S. Environmental Protection Agency (USEPA) executed the WIFIA Program loan in the amount of up to $99,711,106 payable from the Net Operating Revenues of the Department for the Ocean Outfall Discharge project. As of September 30, 2025, the Department has an outstanding loan balance is $103,007,438 held at an interest rate of 2.89%. In May of 2020, the Department and USEPA executed a WIFIA program loan in the amount of $326,218,943 payable from Net Operating Revenues of the Department for the Wastewater Treatment Plant Electrical Distribution Building Upgrades project. As of September 30, 2025, the Department has an outstanding loan balance is $259,943,372 held at an interest rate of 1.38% per annum. In July of 2020, the Department and USEPA executed a WIFIA program loan in the amount of $235,207,751 payable from Net Operating Revenues of the Department for the South District Wastewater Treatment Expansion and North and Central District Injection Wells Project. As of September 30, 2025, the Department’s outstanding loan balance is $239,809,111 held at an interest rate of 1.27% per annum. In September of 2021, the Department and USEPA executed a WIFIA program loan in the amount of $424,241,220 payable from Net Operating Revenues of the Department for the North District Wastewater Treatment Plant and Central District Wastewater Treatment Plant Ocean Outfall Legislation Project. As of September 30, 2025, the Department’s outstanding loan balance is $66,267,886 held at an interest rate of 1.82% per annum.
