Notes to SEFA

The accompanying schedule of expenditures of federal awards (the schedule) includes the federal award activity of South Point Local School District (the School District) under programs of the federal government for the year ended June 30, 2025. The information in this schedule is prepared in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Because the schedule presents only a selected portion of the operations of the School District, it is not intended to and does not present the financial position, changes in net position, or cash flows of the School District.
The School District commingles cash receipts from the U.S. Department of Agriculture with similar State grants. When reporting expenditures on this schedule, the School District assumes it expends federal monies first.
The School District reports commodities consumed on the schedule at the entitlement value. The School District allocated donated food commodities to the respective program that benefitted from the use of those donated food commodities.
Federal regulations require schools to obligate certain federal awards by June 30. However, with DEW’s consent, schools can transfer unobligated amounts to the subsequent fiscal year’s program. The School District transferred the following amounts from 2025 to 2026 programs: Program Title - ALN - AmountTransferred Title I Grants to Local Educational Agencies - 84.010 - $3,421 Supporting Effective Instruction State Grants - 84.367 - 510 Student Support and Academic Enrichment Program - 84.424 - 46,501 Special Education Grants to States - 84.027 - 215,674 Special Education Preschool Grants - 84.173 - 9,012 Total - $275,118
During fiscal year 2025, the School District made allowable transfers of $107,824 from the Supporting Effective Instruction State Grants (AL #84.367) program (Title II-A) to the Title I Grants to Local Educational Agencies (AL #84.010) program (Title I). The schedule shows the School District spent $0 on the Title II-A program. The amount reported for the Title II-A program on the schedule excludes the amount transferred to the Title I program. The amount transferred to the Title I program is included as Title I expenditures when disbursed. The following table shows the gross amount drawn for the Title II-A program during fiscal year 2025 and the amount transferred to the Title I program. Supporting Effective Instruction State Grants - $107,824 Transfer to Title I Grants to Local Educational Agencies - (107,824) Total Supporting Effective Instruction State Grants - $0
