The Stanislaus Regional Transit Authority (StanRTA) was created January 26, 2021, when the Modesto City Council and Stanislaus County Board of Supervisors both unanimously approved the formation of the new agency to improve transit efficiencies and operations in the Stanislaus region. StanRTA is governed by a Board of Directors composed of representatives of the City of Modesto, County of Stanislaus, City of Hughson, and Modesto Junior College. StanRTA will merge the City of Modesto MAX and the Stanislaus County StaRT transit systems into one seamless system to better serve transit users.
The accompanying Schedule of Expenditures of Federal Awards (Schedule) presents the activity of all Federal award programs of StanRTA. All Federal awards received directly from Federal agencies as well as Federal awards passed through from other government agencies are included on the Schedule.
Basis of Accounting - The accompanying Schedule is presented using the accrual basis of accounting, which is described in Note 1 to StanRTA’s financial statements.
Federal award monies are reported in StanRTA’s financial statements as revenues from Federal operating and capital assistance grants.
StanRTA receives various Federal grant awards from the Department of Transportation – Federal Transit Administration. The following is a summary of the grant programs. Federal Transit – Section 5307 Formula Grants (Assistance Listing Number #20.507) Funds are provided to assist in financing the acquisition, construction, cost-effective leasing, maintenance, planning, and improvement of facilities and equipment for use in mass transportation service, and for urbanized areas with populations under 200,000; to assist with the payment of operating expenses to improve; or to continue mass transportation service. Federal Transit – Section 5339(a) Capital Investment Grants (Assistance Listing Number #20.526) Funds are provided to assist in financing the acquisition, construction, reconstruction, and improvement of facilities, rolling stock, and equipment for use in mass public transportation service, and in coordinating service with highway and other transportation in such areas. Federal Transit – Section 5311 Formula Grants (Assistance Listing Number #20.509) Funds are provided to improve, initiate, or continue public transportation service in nonurbanized areas (rural areas and small cities under 50,000 in population) and to provide technical assistance for rural transportation providers.
StanRTA uses the 10% de minimis indirect cost rate allowed under the Uniform Guidance, when applicable.
