Notes to SEFA
The schedule of expenditures of federal awards includes the federal award activity of Rural Water District No. 4, under programs of the federal government for the year ended December 31, 2025. The information in the schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations (CFR) Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements of Federal Awards (Uniform Guidance). Because the schedule presents only selected portions of the operations of Rural Water District No. 4, it is not intended to and does not present the financial position, changes in net assets, or cash flows of Rural Water District No. 4.
The above schedule of expenditures of grant awards includes the grant activity of Rural Water District No. 4 and is presented on a basis of accounting which demonstrates compliance with the basis of accounting described in the Summary of Significant Accounting Policies note to the financial statements.
Rural Water District No. 4 has not elected to use the 10 percent de minimus cost rate as allowed under the Uniform Guidance.
The District was approved by USDA to receive a loan totaling $9,444,000. The amount listed above (10.766) includes January 1, 2025 loan balance of $9,430,196, plus $3,744,438 in expenditures. The balance owed at the end of the year was $9,265,246. The District was approved by USDA to receive a loan totaling $7,843,000 (10.760). No loan proceeds were received as of December 31, 2025.
