Notes to SEFA
The accompanying Schedule of Expenditures of Federal Awards (the "Schedule") includes the federal grant activity of Bellwood Borough Authority (the "Authority") under a program of the federal government for the year ended June 30, 2025. The information in this schedule is presented in accordance with the requirements of the Office of Management and Budget ("OMB") Uniform Guidance . Because the schedule presents only a selected portion of the operations of the Authority , it is not intended to, and does not, present the final position, changes in net assets or cash flows of the Authority.
Expenditures reported on the Schedule of Expenditures of Federal Awards are reported on the accrual basis of accounting. Such expenditures are recognized following the cost principles contained in the 0MB Uniform Guidance, wherein certain types of expenditures are not allowable or are limited as to reimbursement. Pass-through entity identifying numbers are presented where available. Bellwood Borough Authority has elected to not use the 10 percent de minimis indirect cost rate allowed under the Uniform Guidance. The Federal CFDA number refers to the designation of the program within the Catalog of Federal Domestic Assistance.
The objectives of the major federal program as described in the Catalog of Federal Domestic Assistance is as follows: CFDA No. 66 .648 Drinking Water State Revolving Fund The purpose of the Drinking Water State Revolving Fund is to provide low cost, long-term source of drinking water infrastructure financing; EPA awards capitalization grants to capitalize their Drinking Water State Revolving Funds (DWSRFs). The funding priority established by the Safe Drinking Water ACT (SOWA) is for capitalization grants to each state for infrastructure improvement projects that are needed to address the most serious risk to human health, are necessary to achieve or maintain compliance with SOWA requirements, and assist systems most in need on a per household basis according to State affordability criteria.
