The accompanying schedule of expenditures of federal awards (the Schedule) includes the federal grant activity of the City under programs of the federal government for the year ended June 30, 2025. The information in this Schedule is presented in accordance with the requirements of Uniform Guidance, Audits of States, Local Governments, and Non-Profit Organizations. Because the Schedule presents only a selected portion of the operations of the City, it is not intended to and does not present the financial position, changes in net position, or cash flows of the City.
Expenditures Expenditures reported on the Schedule are reported on the accrual basis of accounting. Pass-Through Entities Pass-through entity identifying numbers are presented on the Schedule where available.
The City has selected to use the 10% de minimis indirect cost rate as permitted by 2 CFR Section 200.414.
The City of Champaign provided CFDA #14.218 Community Development Block Grant federal awards to the following: Unit District #4 Schools: $49,000 Don Moyer Teen Club: $28,819 Champaign Park District: $22,984 DreAAm House: $22,984 The City of Champaign provided CFDA #21.027 Coronavirus State and Local Fiscal Recovery Funds federal awards to the following: Champaign Park District: $400,000 Town of the City of Champaign, Illinois: $790,878
During 2018, the City’s Community Development Department entered into a contract with the Secretary of Housing and Urban Development (HUD) under the Section 108 Guaranteed Loans Program for the redevelopment of Bristol Park. The loan is due in annual installments of $155,000 to $271,000 plus interest at an interest rate of 2.54% to 3.635%. The outstanding balance at June 30, 2025 is $2,870,000.
