The schedule of expenditures of federal awards (the Schedule) includes the activity of all federal award programs of the Authority on an accrual basis of accounting. The information in the Schedule is presented in accordance with requirements of Uniform Guidance.
DC Water entered into a Water Infrastructure Finance and Innovation Act (WIFIA) Loan Agreement with the United States Environmental Protection Agency for borrowing up to $156,367,000. The WIFIA Loan is to provide partial funding for infrastructure repair, rehabilitation, and replacement projects within the District of Columbia. The WIFIA loan accrues interest at 1.87% and is secured by a senior lien pledge of net revenues. The outstanding balance as of September 30, 2025, was $104,286,000 and the loan matures on October 1, 2060. During fiscal year 2025, DC Water drew and expended $25,672,631 under the WIFIA Loan Agreement.
