Notes to SEFA

Altura Centers for Health (“Altura”) is a California nonprofit public benefit corporation which was formed in 1997 for the specific purpose of providing quality health care and other related charitable and educational opportunities to people of all ages and incomes living in and around the rural area of Tulare, California. This purpose includes medical and preventive health services, dental health services, and education concerning health care needs and issues.
Basis of Accounting For purposes of the Schedule of Expenditures of Federal Awards (“Schedule”), expenditures for federal programs are recognized on the accrual basis of accounting. Expenditures are determined using the cost accounting principles and procedures set, as required by Title 2 U.S. Code of Federal Regulations (CFR) Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (“Uniform Guidance”). Therefore, some amounts presented in the Schedule may differ from amounts presented in or used in the presentation of Altura’s financial statements. Schedule of Expenditures of Federal Awards The accompanying Schedule presents the activity of all federal financial assistance programs of Altura. Federal financial assistances received directly from federal agencies as well as federal financial assistance passed through Essential Access Health and the County of Tulare, is included in the Schedule. The Schedule was prepared from only the accounts of various grant programs and, therefore, does not present the financial position or results of operations of Altura. Indirect Cost Rate Altura has not elected to use the de minimis indirect rate as allowed under the Uniform Guidance (10 percent of modified total direct costs for awards issued prior to October 1, 2024 and 15 percent for awards issued or amended on or after October 1, 2024).
During the year ended June 30, 2025, Altura did not provide federal funds to subrecipients.
