Notes to SEFA

The accompanying schedule of expenditures of federal awards (the "Schedule") includes the federal grant activity of the District under programs of the federal government for the year ended June 30, 2025. The information in this schedule is presented in accordance with the requirements of the Office of Management and Budget (OMB) Uniform Guidance. Because the Schedule presents only a selected portion of the operations of the District, it is not intended to and does not present the financial position, changes in net position or cash flows of the District.
The following table reconciles expenditures per the Schedule of Expenditures of Federal Awards to the federal program revenues per the Statement of Revenues, Expenditures, and Changes in Fund Balance - Governmental Funds. See Notes to SEFA for table/chart.
The Schedule includes 5,414,303 of expenditures under ALN 97.036. These expenditures relate to a Federal Emergency Management Agency (FEMA) Public Assistance award with a scope of work covering the period October 8, 2020 through December 31, 2021. The award letter for this project was issued on May 31, 2023, and the Project Completion and Certification Report was approved on March 25, 2025. Payment for the project was received during fiscal year 2025. In accordance with OMB Compliance Supplement guidance for FEMA Public Assistance grants, expenditures under ALN 97.036 are reported on the SEFA in the fiscal year in which both project approval and cost incurrence criteria are met. Accordingly, the expenditures are recognized in fiscal year 2025 SEFA, with disclosure of costs incurred in prior fiscal years.
