Accounting Policies: The accompanying schedule of expenditures of federal awards (the Schedule) includes the federal awards activity of The Oklahoma Mental Health Council d/b/a Red Rock Behavioral Health Services (Red Rock) under programs of the federal government for the year ended June 30, 2022. The information in the Schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Because the Schedule presents only a selected portion of the operations of Red Rock, it is not intended to and does not present the financial position, changes in net assets, or cash flows of Red Rock. Expenditures reported on the Schedule are reported on the accrual basis of accounting. Such expenditures are recognized following, as applicable, either the cost principles contained in the Uniform Guidance or the United States Department of Treasury guidance and Frequently Asked Questions (FAQ) as published in the Federal Register for the Coronavirus Relief Fund Program, wherein certain types of expenditures are not allowable or are limited as to reimbursement. Red Rock has elected to use the 10 percent de minimis indirect costs rate allowed under the Uniform Guidance. Red Rock is required to have and use documented procurement procedures, consistent with federal, state, and local laws and regulations, for the acquisition of property or services required under a federal award or subaward and determine an entity is not suspended or debarred before awarding a contract. Questioned Costs ? None Context ? Two purchases exceeded the small purchase threshold for this program during 2022. Neither had documentation supporting price or rate quotations and neither had documentation that procedures were performed to ensure vendors were not debarred, suspended, or otherwise excluded from participation in federal assistance programs or activities. Effect ? Red Rock?s procurements were not conducted in accordance with federal laws and regulations and Red Rock?s procurement policy does not meet federal requirements. In addition, the entity did not have a policy to check suspension and debarment for contracts using federal awards. Cause ?
