Notes to SEFA
The accompanying schedule of expenditures of federal awards (the “Schedule”) includes the federal award activity of Cleveland-Cuyahoga County Workforce Development Board (the “Organization”) under programs of the federal government for the year ended June 30, 2025. The information in this Schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (“Uniform Guidance”). Because the Schedule presents only a selected portion of the operations of the Organization, it is not intended to and does not present the financial position, changes in net assets, or cash flows of the Organization. Expenditures reported on the Schedule are reported on the accrual basis of accounting. Such expenditures are recognized following cost principles contained in the Uniform Guidance, wherein certain types of expenditures are not allowable or are limited as to reimbursement.
The Organization has not elected to use the de minimis indirect cost rate to recover indirect costs as allowed under the Uniform Guidance.
The Organization passes certain federal awards received from the U.S Department of Labor to other not-for-profit agencies (subrecipients). As described in Note 1, the Organization reports expenditures of federal awards to the subrecipients on the accrual basis. As a pass-through entity, the Organization has certain compliance responsibilities, such as monitoring its subrecipients to help assure they use the subaward as authorized and in accordance with law, regulations, and the provisions of contracts or grant agreements, and that the subrecipients achieve the awards’ performance goals.
As a result of the Organization transitioning from a joint government entity to a not-for-profit organization effective July 1, 2024, the Organization also transitioned from reporting its expenditures on the Schedule from the cash basis to the accrual basis of accounting. As a result, certain expenditures incurred prior to July 1, 2024, but were paid during the year ended June 30, 2025 are included in the Schedule. The Schedule for the fiscal year ended June 30, 2025 includes expenditures totaling $1,945,210 that were incurred prior to July 1, 2024.
