The accompanying Schedule of Expenditures of Federal Awards (the Schedule) includes the federal award activity of the University of Wyoming (the University) under programs of the federal government for the year ended June 30, 2025. The information in this Schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Because the Schedule presents only a selected portion of the operations of the University, it is not intended to and does not present the financial position, changes in net position or cash flows of the University.
The University has certain federal student loan funds not subject to continuing compliance requirements, such as the Federal Direct Student Loans. Since the University does not administer the program, the outstanding loan balances have not been included in the Schedule. New loans made during the year under this program are included in the Schedule.

Student Financial Assistance Cluster, 84.379 Teacher Education Assistance for College and Higher Education Grants, 84.007 Federal Supplemental Educational Opportunity Grants, 84.033 Federal Work-Study Program, 84.063 Federal Pell Grants, 84.268 Federal Direct Student Loans, U.S. Department of Education Program Year 2024-2025 Criteria or Specific Requirement - Criteria or Specific Requirement - Special Tests: Return of Title IV Funds 34 CFR Section 668.22 Cause - The University's Office of Financial Aid incorrectly returned Title IV funds. Effect or Potential Effect - Funds were not returned within the required time frame. Condition - Return of Title IV funds were not completed within the required time frame. Questioned Costs - None Context - Out of a population of 133 official and unofficial withdrawals of students who received Student Financial Assistance. A sample of 14 student withdrawals were selected for testing. Our sample was not and was not intended to be statistically valid. For one of the student withdrawals tested, funds were not made back to the lender within the required time frame. Identification as a Repeat Finding - N/A Recommendation - The University's Office of Financial Aid should complete Return of Title IV calculations for all students who officially and unofficially withdrew during the semester within the required time frame. Views of Responsible Officials and Planned Corrective Actions - The University’s Office of Student Financial Services agrees with the recommendation and will ensure that Return of Title IV (R2T4) calculations and applicable returns of funds for all students who officially or unofficially withdraw are completed within required regulatory time frames. To strengthen internal controls related to R2T4 processing, the Office of Student Financial Services has taken and will continue the following actions: • Reinforce and update R2T4 procedures to clearly document regulatory timelines, roles, and responsibilities, and to include defined ongoing monitoring practices. These updated procedures incorporate periodic review of R2T4 activity to ensure continued compliance. • Enhance the existing internal tracking mechanism to support timely completion of R2T4 calculations and fund returns. This enhancement includes the ability to generate reports that identify upcoming deadlines, completed actions, and any items requiring follow-up. • Provide refresher training to staff within the Office of Student Financial Services and partner offices involved in R2T4 processing, with emphasis on compliance requirements, timelines, documentation standards, and shared accountability across offices. • Incorporate a secondary review process as part of the existing R2T4 procedure. A designated secondary reviewer within the Office of Student Financial Services will confirm the accuracy and timeliness of each R2T4 calculation and associated fund return, with completion of the review documented within the tracking system. These corrective actions will be implemented upon review and approval and will be effective beginning Spring 2026.
