Notes to SEFA
The accompanying schedule of expenditures of federal awards (the Schedule) includes the federal award activity of Community Action of Southeast Iowa under programs of the federal government for the year ended September 30, 2025. The information in this Schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit of Federal Awards (Uniform Guidance). Because the Schedule presents only a selected portion of the operations of Community Action of Southeast Iowa it is not intended to and does not present the financial position, changes in net assets, or cash flows of Community Action of Southeast Iowa.
One of the programs, grants and/or awards included in the Schedule is missing the pass-through entity identification number. The missing number us due to the pass-through entity not providing the pass-through entity identification number.
During the year ended September 30, 2025, Community Action of Southeast Iowa received and distributed WIC food instruments (vouchers) with a total fair value of $2,968,050. These vouchers are reported as federal expenditures at their redemption value in accordance with Uniform Guidance and FASB ASC 958-605. The vouchers are recognized as noncash contributions and expended when distributed to program participants. Community Action of Southeast Iowa had discretion over the distribution of these vouchers and accounted for them as principal. The value of the vouchers is included in the total federal awards expended under Assistance Listing Number 10.557.
