The accompanying Schedule of Expenditures of Federal Awards (the “Schedule”) includes the federal award activity of Lorain County Community College (the “College”) under programs of the federal government for the year ended June 30, 2025. The information in this Schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Because the Schedule presents only a selected portion of the operations of the College, it is not intended to and does not present the financial position, changes in net position, or cash flows of the College.
The College originates but does not provide funding under the Federal Direct Student Loans Program. The amount presented represents the value of new Federal Direct Student Loans awarded by the United States Department of Education during the year.
For the year ended June 30, 2025, the College received a waiver from the United States Department of Education for the Institutional Share Requirement under the Federal Work-Study and Federal Supplemental Educational Opportunity Grants programs.
The College passes certain federal awards received from the United States Department of Defense, the National Science Foundation, the United States Department of Justice, and the United States Department of Labor to other governments or not-for-profit agencies (subrecipients). As Note 2 describes, the College reports expenditures of federal awards to subrecipients on the accrual basis. As a pass-through entity, the College has certain compliance responsibilities, such as monitoring its subrecipients to help assure they use these subawards as authorized by laws, regulations, and the provisions of contracts or grant agreements, and that subrecipients achieve the award’s performance goals.
During the fiscal year ended June 30, 2025, the College received non-cash federal assistance in the form of food commodities under the following programs, all of which were passed through the College Foundation: • Emergency Food Assistance Program (TEFAP), ALN 10.569, administered by the U.S. Department of Agriculture (USDA), passed through the Ohio Department of Job and Family Services (ODJFS) and Second Harvest Food Bank of North Central Ohio. The fair market value of commodities received was $46,235. • Local Food Purchase Cooperative Agreement Program (LFPA), ALN 10.182, administered by USDA, passed through ODJFS, the Ohio Association of Foodbanks, and Second Harvest Food Bank of North Central Ohio. The fair market value of commodities received was $2,964. • Ohio Food Program and Agricultural Clearance Program (OFPACP), funded through Temporary Assistance for Needy Families (TANF), ALN 93.558, and Title XX Social Services Block Grant, ALN 93.667, administered by the U.S. Department of Health and Human Services (HHS), passed through ODJFS, the Ohio Association of Foodbanks, and Second Harvest Food Bank of North Central Ohio. The fair market value of commodities received was $10,274 and $790, respectively. These amounts are reported as federal expenditures on the Schedule of Expenditures of Federal Awards. No cash was exchanged in connection with these commodities.
Certain Federal programs require the College to contribute non-Federal funds (matching funds) to support the Federally-funded programs. The College has met its matching requirements. The Schedule does not include the expenditure of non-Federal matching funds.
