Notes to SEFA

The accompanying schedule of expenditures of federal awards (the Schedule) includes the federal grant activity of the Institute under programs of the federal government for the year ended June 30, 2025. The information in this schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations (CFR) Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Because the Schedule presents only a selected portion of the operations of the Institute, it is not intended to and does not present the financial position, changes in net position, or cash flows of the Institute.
The accompanying Schedule has been prepared on the accrual basis of accounting. Such expenditures are recognized following, as applicable, the cost principles in Uniform Guidance, wherein certain types of expenditures are not allowable or are limited as to reimbursement. Amounts related to pass-through grants are classified as private grants and contracts in the accompanying statement of revenues, expenses, and changes in net position. All such federal awards are included in this schedule.
The Institute uses a facilities and administrative (indirect) rate that is negotiated with their cognizant agency, the Office of Naval Research and as such, the Institute has not elected to use the 10% de minimis cost rate as provided by the Uniform Guidance.
The Perkins Loan Program (Assistance Listing #84.038) is administered in partnership with an outside agency and balances and transactions relating to this program are included in the Institute's basic financial statements. Loans outstanding at the beginning of the year and loans made during the year are included in the federal expenditures presented in the Schedule. Total outstanding loans under this U.S. Department of Education program at June 30, 2025, were $283,203.
