The accompanying schedule of expenditures of federal awards (the Schedule) includes the federal award activity of The Public Health Foundation (the Foundation) under programs of the federal government for the year ended June 30, 2025. The information in this Schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Compliance testing of all general requirements, as described in the OMB’s Compliance Supplement, was performed. Compliance testing of specific requirements was performed for the major federal program listed below. Because the Schedule presents only a selected portion of the operations of The Public Health Foundation, it is not intended to and does not present the financial position, changes in net assets, or cash flows of The Public Health Foundation.
Strengthening Public Health Systems and Services through National Partnerships to Improve and Protect the Nation’s Health (Assistance Listing # 93.421) is the major program tested for the year ended June 30, 2025. This program will strengthen the nation’s public health infrastructure, ensure a competent, current and connected public health system, and improve delivery of essential services through capacity building assistance. The American Public Health Association, a partner organization, administers the program on behalf of the U.S. Department of Health and Human Services, Centers for Disease Control and Prevention and the U.S. Department of Health and Human Services.
Expenditures reported on the Schedule are reported on the accrual basis of accounting using accounting principles generally accepted in the United States of America. Such expenditures are recognized following the cost principles contained in the Uniform Guidance, wherein certain types of expenditures are not allowable or are limited as to reimbursement.
The Public Health Foundation utilizes a calculation of their final indirect cost rate at June 30, 2025 as opposed to the 10 percent de minimis indirect cost rate allowed under the Uniform Guidance. The final indirect cost rate is subject to negotiation and approval by the cognizant federal agency. The current rate agreement is in negotiation and in draft form waiting for final approval.
