Title: Note 1 GENERAL Accounting Policies: NOTE 3 SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES Expenditures reported on the Schedule are reported on the accrual basis of accounting. Such expenditures are recognized following the cost principles contained in the Uniform Guidance. De Minimis Rate Used: N Rate Explanation: NOTE 4 INDIRECT COST RATE For indirect costs, the amounts expended are claimed as an indirect cost recovery using an approved cost allocation plan. The Council does not qualify to use the 10-percent de minimis indirect cost rate allowed under the Uniform Guidance. The accompanying Schedule of Expenditures of Federal Awards (Schedule) includes the federal award activity of East Texas Council on Alcoholism and Drug Abuse (the Council) for the year ended August 31, 2022. The Councils reporting entity is defined in Note 1 to the Councils basic financial statements. Federal award activity passed through other government agencies as well as federal award activity passed through other non-federal entities is included on the schedule.
