The accompanying schedule of expenditures of federal awards (the "Schedule") includes the federal award activity of Illinois College of Optometry (the College) under programs of the federal government for the year ended June 30, 2025. The information in this Schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Because the Schedule presents only a selected portion of the operations of the College, it is not intended to and does not present the financial position, changes in net assets, or cash flows of the College.
Expenditures reported on the Schedule are reported on the accrual basis of accounting. Such expenditures are recognized following the cost principles contained in the Uniform Guidance, wherein certain types of expenditures are not allowable or are limited as to reimbursement. Negative amounts shown on the Schedule represent adjustments or credits made in the normal course of business to amounts reported as expenditures in prior years. The College has elected not to use the 10-percent de minimis indirect cost rate as allowed under the Uniform Guidance. A description of the College’s Major Program follows: Student Financial Assistance Cluster – includes certain awards to provide financial assistance to students under the Federal Work-Study (FWS) Program. Also, the College received awards to make loans to eligible students under the Federal Perkins Loan (Perkins) Program and the Health Professionals Loan (HPL) Program, and federal guaranteed loans are issued to students of the College under the Federal Direct Loan (FDL) Program.

Amounts reported in the Schedule for the Federal Perkins Loan Program represent loan balances outstanding of $179,488 at July 1, 2024. Outstanding loans under the Federal Perkins Loan Program are $109,344 at June 30, 2025. The College did not disburse any Federal Perkins loans during the year ended June 30, 2025. The College did not receive any federal capital; therefore, no matching contribution was made.
Outstanding loans at June 30, 2025, under the Health Professions Loan Program were $4,065,958. The amount presented for Health Professions Loans represents loans balances outstanding of $3,927,419 at July 1, 2024, and current year advances of $930,783.
