Notes to SEFA
The accompanying schedule of expenditures of federal awards (the Schedule) includes the federal award activity of the City of Lawton, Oklahoma (City) under programs of the federal government for the year ended June 30, 2024. The information in this Schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Because the Schedule presents only a selected portion of the operations of the City, it is not intended to and does not present the financial position, changes in net position/fund balance or cash flows of the City. The Schedule does not include the Lawton Metropolitan Area Airport Authority and the Fires Innovation Science and Technology Accelerator (FISTA) Development Trust Authority federal awards programs.
Expenditures reported on the Schedule are reported on the modified accrual basis of accounting. Such expenditures are recognized following the cost principles contained in the Uniform Guidance, wherein certain types of expenditures are not allowable or are limited as to reimbursement.
The City has elected not to use the 10% de minimis indirect cost rate allowed under the Uniform Guidance.
This Schedule has been restated due to the identification of expenditures under the ALN #66.468, Drinking Water State Revolving Fund, requiring the program to be considered a federal major program and tested as such. Changes from the previously issued Schedule include an increase in federal expenditures reported under the Drinking Water State Revolving Fund from $0 to $12,570,637, with total federal awards expended increasing from $7,679,761 to $20,250,398.
