Notes to SEFA
The accompanying schedule of expenditures of federal awards (the Schedule) include the federal grant expenditures of the Soboba Band of Luiseño Indians (the Tribe) incurred under programs of the federal government for the year ended December 31, 2024. The information in this Schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). The Schedule includes federal awards received directly from federal agencies, as well as federal awards passed through other agencies. The Tribe’s reporting entity is described in Note 1 to the Fund’s financial statements. Because the Schedule presents only a selected portion of the expenditures of the Tribe, it is not intended to, and does not, present the financial position, changes in financial position, or cash flows of the Tribe.
The accompanying Schedule is presented on the modified accrual basis of accounting, as discussed in Note 1 of the notes to the Fund’s financial statements. Expenditures are recognized following the cost principles contained in the Uniform Guidance wherein certain types of expenditures are not allowable or are limited as to reimbursement.
The Tribe elected not to use the 10% de minimis indirect cost rate for the year ended December 31, 2024, as allowed under the Uniform Guidance.
The Tribe did not provide any federal awards to subrecipients for the year ended December 31, 2024.
The amount of state expenditures is excluded from the Fund’s Schedule because the expenditures are not a federally funded source for the year ended December 31, 2024.
