The accompanying Schedule of Expenditures of Federal, State and Local Awards (the “Schedule”) includes the grant activity of Visiting Nurse Association Health Group, Inc. and Affiliates (the “Organization”) and is presented on the accrual basis of accounting. The information in this Schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations (CFR) Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance), Audits of States, Local Governments and Non-Profit Organizations and New Jersey Department of the Treasury Circular Letter 15-08 OMB. Therefore, some amounts presented in the Schedule may differ from amounts presented in, or used in the preparation of, the basic combined financial statements. The purpose of the Schedule is to present a summary of those activities of the Organization for the year ended December 31, 2024 which have been financed by Federal, State and Local agencies. For purposes of the Schedule, Federal, State and Local awards include any assistance provided by an agency directly or indirectly in the form of grants, contracts, cooperative agreements, direct appropriation, loans, loan guarantees, property, interest subsidies, insurance and other non-cash assistance. Because the Schedule presents only a selected portion of the activities of the Organization, it is not intended to, and does not, present either the financial position or the revenue, expenditures and other changes in net assets of the Organization. The accounting principle followed by the Organization in preparing the accompanying Schedule of Expenditures of Federal, State and Local Awards is as follows: Expenditures for direct costs are recognized as incurred using the Cost Principles contained in Title 2 U.S. Code of Federal Regulations (CFR) Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). Those cost principles were issued to provide that federal, state, and local award programs provided to nonprofit organizations bear their fair share of costs by defining costs that are allowable and unallowable for that award.

The Organization does not hot have a federally negotiated indirect cost rate and has elected to use the 10 percent de minimus cost rate as covered in section 200.414 in the Uniform Guidance.
Expenditures related to Federal, State and Local Awards are reported in the Combined Statements of Operations. With respect to certain programs, the expenditures reported in the basic combined financial statements may differ from the expenditures reported in the accompanying Schedule of Expenditures of Federal, State and Local Awards due to program expenditures in excess of grant or contract budgets, matching or in-kind contributions or capitalization policies required under accounting principles generally accepted in the United States of America.
