Spokane County Housing and Community Development (HCD) receives U.S. Housing and Urban Development (HUD) Community Development Block Grant (CDBG) federal grants. These grant funds have been previously used to create a revolving loan program, however in 2024 the CDBG funds were not used under the Revolving Loan Program. In 2024, all CDBG funds were issued in the form of grants for low-income homeowners, affordable housing projects and administrative costs. In addition to HUD CDBG grants, Spokane County HCD receives HUD Home Investment Partnership (HOME) federal funds which are then used by the County as both grants and loans to low-income homeowners. Under these federal programs, repayments to the County are considered program revenues (income) and loans of such funds to eligible recipients are considered expenditures. The amount of funds disbursed to program participants for projects in 2024 was $116,267.28 as follows: • $20,373.86 of HOME 2024 Program Income on administration; and • $60,000.00 of HOME 2020 Program Income on subrecipients; and • $23,855.37 of CDBG 2023 Program Income on administration and subreceipients; and • $12,038.05 of CDBG 2024 Program Income on administration and subreceipients. o The total of $35,893.42 between CDBG 2023 and 2024 Program income expensed in 2024, $7,178.69 was spent on administration and $28,714.73 on subrecipients. No program Income was disbursed in the form of loans in 2024. The amount of principal and interest received in loan repayments for this year was $203,738.57.
Included in the total amount expended for these programs is $17,801,224 that was passed through to a sub-recipient.
