State Children’s Health Insurance Program (SCHIP) is a federal program under Title XXI of the Social Security Act to assist state efforts in initiating and expanding the provision of child health assistance to uninsured, low-income children. SCHIP is jointly financed by the federal and state governments and is administered by the states. SCHIP funds are passed through to the Plan from the New York State Department of Health under its Child Health Plus program. Expenditures reported on the accompanying Schedule include all funds received from the New York State Department of Health for the provision of benefits to Plan members under the Child Health Plus program.
The Plan has elected not to use the 10-percent de minimis indirect cost rate allowed under the Uniform Guidance.
For the year ended December 31, 2024, the Plan provided no funds to subrecipients.
