Title: NOTE A - BASIS OF PRESENTATION Accounting Policies: Expenditures reported on the Schedule are reported on the cash basis of accounting. Such expenditures are recognized following the cost principles contained in the Uniform Guidance, wherein certain types of expenditures are not allowable or are limited as to reimbursement. The City has elected not to use the de minimis indirect cost rate allowed under the Uniform Guidance. De Minimis Rate Used: N Rate Explanation: The City has elected not to use the de minimis indirect cost rate allowed under the Uniform Guidance. The accompanying Schedule of Expenditures of Federal Awards (the “Schedule”) includes the federal award activity of the City of Middletown, Ohio (the “City”) under programs of the federal government for the year ended December 31, 2024. The information in this Schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (“Uniform Guidance”). Because the Schedule presents only a selected portion of the operations of the City, it is not intended to and does not present the financial position, changes in net position, or cash flows of the City.

De Minimis Rate Used: N Rate Explanation: The City has elected not to use the de minimis indirect cost rate allowed under the Uniform Guidance. Certain Federal programs require that the City contribute non-Federal funds (matching funds) to support Federally-funded programs. The City has complied with the matching requirements. The expenditure of non-Federal matching funds is not included on the Schedule.
Title: NOTE D - U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT LOANS Accounting Policies: Expenditures reported on the Schedule are reported on the cash basis of accounting. Such expenditures are recognized following the cost principles contained in the Uniform Guidance, wherein certain types of expenditures are not allowable or are limited as to reimbursement. The City has elected not to use the de minimis indirect cost rate allowed under the Uniform Guidance. De Minimis Rate Used: N Rate Explanation: The City has elected not to use the de minimis indirect cost rate allowed under the Uniform Guidance. The City had established a revolving loan program under the Community Development Block Grant (CDBG) to provide low-interest loans to businesses in order to create jobs for persons from low-to-moderate income households; and to eligible persons to rehabilitate homes. The City has also established a down payment assistance program under the HOME Program (HOME) to provide down payment/closing cost assistance, five-year forgivable loans to income-eligible, qualified home buyers. The City records initial loans amounts as disbursements on the Schedule of Expenditures of Federal Awards in the year of issuance. At December 31, 2024, the City had outstanding loan balances of $563,203 under the CDBG Program and $2,842,870 under the HOME Program.

De Minimis Rate Used: N Rate Explanation: The City has elected not to use the de minimis indirect cost rate allowed under the Uniform Guidance. The City passes certain federal awards received from the Department of Housing and Urban Development to other governments or not‐for‐profit agencies (subrecipients). As Note B describes, the City reports expenditures of Federal awards to subrecipients when paid in cash. As a pass‐through entity, the City has certain compliance responsibilities, such as monitoring its subrecipients to help assure they use these subawards as authorized by laws, regulations, and the provisions of contracts or grant agreements, and that subrecipients achieve the award’s performance goals.
