Title: Matching Costs Accounting Policies: The basis of accounting varies by Federal program consistent with the underlying regulations pertaining to each program. The amounts reported as Federal expenditures generally were obtained from the appropriate Federal financial reports for the respective program and periods. The amounts reported in these Federal financial reports are prepared from records maintained for each program. These records are periodically reconciled to the general ledger which is the source of the financial statements. De Minimis Rate Used: N Rate Explanation: Indirect costs are included in the reported expenditures to the extent that such costs are included in the Federal financial reports used as the source for the data presented. The de minimis election allows the County to allocate 10% of indirect costs to grants with periods ending on or before September 30, 2024 and 15% of indirect costs to grants with periods after September 30, 2024. The County does not use the de minimis election. The County’s share of certain program costs are not included in the reported expenditures.

The County is the recipient of a Federal financial assistance program that does not result in cash receipts or disbursements, termed “nonmonetary programs.” During the year ended December 31, 2024, the County distributed $9,715,815 of food stamps to eligible persons participating in the Supplemental Nutrition Assistance Program (Assistance Listing No. 10.551) and $64,895,650 of medical services and goods were received by participants in the Medical Assistance Program (Assistance Listing No. 93.778). However, the Supplemental Nutrition Assistance Program’s nonmonetary amount is not reflected in the schedule of expenditures of Federal awards, as requested by the U.S. Department of Agriculture. New York State makes payments of benefits directly to vendors, primarily utility companies, on behalf of eligible persons participating in the Low-Income Home Energy Assistance (Assistance Listing No. 93.568). Included in the amount presented on the schedule of expenditures of Federal awards is $3,546,619 in direct payments.
