Accounting Policies: The accompanying Schedule of Expenditures of Federal Awards presents the federal grant activity of the Vermilion Parish Police Jury (the Police Jury). The Police Jury reporting entity is defined in Note 1 to the basic financial statements for the year ended December 31, 2023. All federal financial assistance received directly from federal agencies is included on the schedule as well as federal financial assistance passed through other government agencies. The accompanying Schedule of Expenditures of Federal Awards is presented using the modified accrual basis of accounting, which is described in Note 1 to the Police Jury’s financial statements for the year ending December 31, 2023.

Rate Explanation: The Police Jury has elected to not use the 10 percent de minimis indirect cost rate allowed under Uniform Guidance.
The Police Jury included fiscal year prior year expenditures in the 2023 Schedule of Expenditures of Federal Awards for the following: United States Department of Homeland Security - Passed through State of Louisiana Military Department of Homeland Security and Emergency Prepardnesss - Flood Mitigaiton Assistance 97.029 $113,785, Public Assistance 97.036 $263,126, Hazard Mitigation Grant 97.039 $1,716, Emergency Management Performance Grant 97.042 $29,467

Accounting Policies: The accompanying Schedule of Expenditures of Federal Awards presents the federal grant activity of the Vermilion Parish Police Jury (the Police Jury). The Schedule of Expenditures of Federal Awards (SEFA) for the year ended December 31, 2023, has been restated to correct a material error in the Schedule of Federal Awards. The total expenditures were previously reported as $5,751,570 and have been corrected to $9,915,490. The following programs were affected by the restatement: Assistance Listing Number 21.015 Resources and Ecosystems Sustainability, Tourist Opportunities, and Revivied Economies of the Gulf Coast States was previously reported as $39,143 and restated as $418,852 and Assistance Listing Number 87.052 Gulf Coast Ecosystem Restoration Council Oil Spill Program was previously reported as $0 and restated as $3,784,211. The corrections do not affect the financial statements or the auditor's report on the financial statements.
