Accounting Policies: (1) Basis of PresentationThe schedule of expenditures of federal awards presents the activity of federal programsof the City of Clinton, Illinois. The City financial reporting entity, as defined in Note 1 tothe basic financial statements, consists of the activities of the City and its discretelypresented component units. The Warner Hospital and Health Services is a discretelypresented component unit in the City. All federal awards received directly from federalagencies, as well as federal awards passed through from other governmental agencies,are included on the schedule.(2) Basis of AccountingThe Schedule of Expenditures of Federal Awards has been presented on the accrualbasis of accounting.
